QLE wall: "window-shop forward" proposal

A side-by-side on the two individual quote funnels. This is a review preview, not your live sites and not the project deliverable.

What changes: nothing in the regulated ACA paragraph or the qualifying-life-event list. The only addition is one authored shortcut button that selects the funnel's existing "window shop" option (value 209) in one click, so a visitor without a qualifying life event isn't dead-ended. Pending Brandon / compliance sign-off.

Costco individual & family funnel

The eligibility wall ("Are you eligible to enroll?") is reached on every visit, because no Open-Enrollment date option exists here. This is the worst dead-end, so the shortcut helps most.

To reach the wall: enter any 5-digit ZIP, pick a county and an effective date, then Next. The wall is Step 2.

cbcins individual & family funnel

Here the wall only appears if the chosen effective date is outside Open Enrollment. Note: the cbcins paragraph does not contain the "You can also window shop" sentence (the costco one does). Flagged for Brandon; we did not add it.

To reach the wall: fill Step 1 (name, email, phone, ZIP, consent) and Next; on Step 2 choose a non-Open-Enrollment effective date and the wall reveals.
